The work done by those engineers corresponds to that which is in other countries, for example Germany, done by engineers from the "Fachhochschulen". These engineers are traditionally educated at Higher Technical Schools, the education is followed by a 3 year training which is not done at Universities but with the aim of an equal qualification. Associations have no official status in Austria, but the opinion of these two Associations on all questions concerning technical matters or education of engineers is not only heard but also taken into consideration. Today, it has over 11.000 members, all of them qualified engineers and architects (most of them graduates of the Swiss Federal Institutes of Technology) from a total of 15 different branches : 38% are architects, 35% civil engineers and 27% from other engineering professions. 19 sections and 14 specialized groups devote themselves to interests specifically related to their subject. In the framework of the Swiss Association of Standardization, SIA is responsible for the elaboration and publication of National Building Standards. Members of SIA are engaged in the Task Commissions and Working Groups of CEN, the European Committee for Standardization. SIA is responsible for the implementation of European Building Standards in Switzerland. Together but also separately the two Associations represent their Members in many official Government Committees such as Education, Standards, Environment, Safety at work, Architectural and/or Engineering Competitions. The President of the CPEA in his official capacity is a Member of the Board of the Cyprus Standards Organisation, having been appointed by the President of the Republic, whilst a representative of the Association is a Member of the Board of Governors of the Higher Technical Institute, the highest tertiary engineering school in Cyprus, having been appointed by the council of Ministers. Furthermore, the Association is also member of the Ministry of Education Committee on Secondary and Technical/Vocational Education. With the establishment of the Technical Chamber of Cyprus the foreign representation of the engineering profession was left, for the time being, to the appropriate professional Associations. There is, therefore, no conflict of interest between the Technical Chamber and the Associations. Our member associations and DVT itself have good relations to the revelant authorities and Govermental authorities are consulting DVT and VDI in general engineering matters. A very good example are the "Ingenieurgesetze der Länder", which were drafted by VDI and DVT together. In special technical fields the goverment will ask qualified organizations. For example if the government plans decisions in the field of nuclear energy they would ask Deutsches Atomforum or Kerntechnische Gesellschaft. (The use of the academic titles Akademiingenior, Civilingenior and Teknikumingenior is restricted to holders of diplomas from the relevant Danish schools or equivalent schools). The official status of the Society of Danish Engineers, therefore, is limited to three matters : - negotiation of salaries for public employments, - issue of and, - acceptance as a Labour Market Organisation. The negociations of salaries take place between the Society and representatives of the Government and the Danish municipalities and the agreements reached are valid for all engineers in public employment regardless of membership of the associations. The issue of "Kvalifikations beviser", evidence of qualifications, according to the "general directive, 89/48 EEC" is left to the Society of Danish Engineers by Circular (Erhvervs- og Selskabsstyrelsens vejledning number 65, May 10, 1992). The acceptance by the Government as a Labour Market Organisation means that the annual subscriptions paid to the Society are deductible for the members with regard to taxes and that the Society does not pay value added tax (VAT). The engineering educations in Denmark are regulated by a common University Law, Royal decrees for the single educations and Statutes for the single schools. The final official advice or guidance towards the Ministry of Education comes from an Advisory Board (TUR) established by the Ministry. The Society of Danish Engineers has no formalised, direct influence. But indirectly it has a great influence. Its Educational Board includes members from the schools and from Industry which follow the situation very closely. This is possible by contact to members of the Society being members of the Advisory Board or being external examiners. Furthermore no changes in the educations are made without consultations of the Society - which contacts the Ministry without being asked if judged necessary. It represents the community of Engineers and Scientists (a community of 450.000 members) towards the Administration, and has a monopoly to do so. It received its Royal Charter in 1877. This Charter passed into Irish legislation when, in 1922, Ireland achieved its independence. It operates under the jurisdiction of the Ministry of Justice. Its headquaters are in Rome. The Consiglio Nazionale degli Ingenieri was founded in 1925 in accordance with law n.2537 of October 23, 1925. Today CNI is the legal representative of Italian engineers with institutional duties for the defence of the important interests of the entire profession. It plays an essential role in promoting, developing and intensifying engineering activity in order to increase the influence of this profession in the society at large. As an institution, the CNI acts as a consultant to both Parliament and the Government on matters concerning the practice of the profession and, in general, engineering problems. The organisation carries out this duty by drawing up proposals of law or regulations concerning the engineering profession (Art. 14 D.L.T.N. n. 382, 1944). In discussions about engineering education, international recognition of engineers, the promotion of engineering and technicians they frequently present their views to government and parliament, and not seldom they are invited to do so. Representatives of the three organisations take part regularly in meetings about the afore mentioned subjects which are organized by government. The three play an active part in the 'Bčta Federation' of organisations for Science and Technology. This federation repeatedly held informal discussions with ministers of Education and Economic Affairs and their main advisers. The Royal Institution is one of the participants in the realization of the 'Regulation for the relationship between consulting engineers and principals'. The other one is the Netherland Council of Consulting Engineers ONRI. Thus the three engineering organisations affiliated to FEANI and the 'ONRI' are fully representative for the engineering profession in Holland. Finally it should be emphasized that in Holland the engineering profession is not a regulated one according to the European Communities' Council Directive of 21 December 1988, except rare cases. This means that Dutch legislation according to this directive does not imply any formal role for the engineering associations. This means that both organisations are represented in various official bodies, among them the Council for Engineering Education, and other official bodies concerned with engineering matters. As members of Akademikernes Fellesorganisasjon (The Federation of Norwegian Professional Organisations) they are represented in the body for cooperation between the Government, Employers Organisations and Employees Organisations in Norway, a Government- appointed organisation concerned with cooperation regarding working conditions and basis for salary negotiations. As both organisations are independent -as all professional organisations- no official acts or texts are stating their recognition, except in specific official documents were they are referred to as "hearing" bodies or in their capacity as negociating organisations in trade union matters. Apart from the above-mentioned Act on Associations, the Polish Federation of Engineering Associations (PFEA) functions on the basis of its Statutes and according to its provisions which among others clearly defines PFEA's and Engineering Associations position with regard to professional rights and interests of engineers, as well as contacts with national authorities (presenting opinions and suggestions on matters pertinent to technology, science and economy, etc), representing the engineering community in front of those authorities. Member Associations of PFEA have the status of legal persons, have their own statutes, their membership in PFEA is voluntary. One of their statutory duties is to protect professional rights and interests of engineers within the branch of engineering they represent. The Engineering Profession, the professional titles "Magister Inzynier" (Mgr Inz.) and "Inzynier" (Inz.) are protected by the Polish law (Act. N°385 on Higher Education of September 12, 1990). Polish Federation of Engineering Associations is a non- governmental and self-financing organisation, which does not get subsidies from the government. In 1936 the association with the present denomination was created in turn. Present charter dates from 1992 and gives to Ordem the following powers : it sets national standards for the registration of individual engineers, via examination or by accreditation of academic courses : it is the "competent authority" for the application of the General Directive to top level engineers ; it confers the professional title of Engenheiro. Internally, the Ordem is organized in ten Colégios. It represents technical engineers. Currently, a request is being discussed at Government level to give chartered status to APET, similarly to Ordem. APET has an agreement with Conselho Coordenador dos Institutos Superiores Politécnicos to cooperate in the application of the General Directive. The Portuguese FEANI committee was created in 1993, following an agreement signed between the two above institutions. There is no formal coordination of the two institutions. The CivilingenjörsFörbund is one of the parties that negotiates and concludes collective agreements on behalf of its members. In the private sector CF signs agreements with up to 50 employers' unions, normally associated with SAF (The Swedish Employers' Confederation). In the public sector and local government CF negociates jointly with the other academic associations of SACO (the Swedish Confederations of Professional Associations). The main purpose of the ZSVTS is by means of modern methods to implement scientific-technological progress, to develop, spread and confront the opinions of specialists and scientists. The ZSTVS has 49 organizations - 40 specialized societies, 4 regional coordination centres, one in each geographical area, 5 Houses of Technology. The ZSVTS through its 49 organizations and first of all through its Houses of Technology has prepared for the year 1994 for its traditional and new partners many special events of various kind and content which enable to increase the level of education, requalification and scientific- technological progress. Its President is HRH The Duke of Kent. It supervises the British engineering profession through nominated engineering institutions. It sets national standards for the registration of individual engineers, for the accreditation of academic courses in universities and colleges and for practical training in industry. It is a bridge between government, industry and education. International matters are dealt with through the British National Committee for International Engineering Affairs (BNCIEA) whose chairman and Secretariat are appointed by the Engineering Council. The BNCIEA is the British member of FEANI. Representatives of the Royal Academy of Engineering, the Engineering Council, and of the nominated engineering institutions are members of the BNCIEA.
